NEIGHBORHOOD
In Provo, I had a neighborhood chair (ineffectual as he was), whose job was to be an advocate of neighborhood issues to the city council and mayor's office. Does Salt Lake City have something similar?

You may want to check again. I think you're in the 1st Congressional District, which means you're in Rob Bishop land. (boo)
There is a Community Council which meets every month. You'll start getting letters from them, but they meet at an inconvenient time. I don't know anybody who can get there.
Let me know if you want to meet with your local Democratic Party delegates. They're closer than you might think...
