Andy Budd points out the obvious... as un-standard (and annoying) as it is, Microsoft's implementation of the PADDING issue in the CSS box model is spot-on. I especially like commentor Molly Holzschlag's quip that when she "[goes] to pack a box, [she puts] the padding inside of it, not out".
